Information about the role
You will manage a multi-agency, multi-disciplined team primarily responsible for maintaining the National Strategic PPE Reserve whilst recognising current and emerging challenges, threats and developments across the CBRN spectrum. Overseeing new and existing programmes of work you will develop the existing asset management system, procure and equip first responders with future PPE solutions and exploit opportunities to enhance responder safety.
You will be responsible for the mobilisation of the national Strategic Reserve to support incident response. This includes the management and suitability of fleet in addition to overseeing the physical Strategic Reserve site, consequently the ability to negotiate and engage with Senior Military Officers is essential. You will be required to ensure all legal responsibilities at site (Health & Safety) etc are complied with.
You will be responsible for managing an annual budget, working with a wide range of specialists and subject matter experts, end users and equipment and service suppliers to determine operational requirements. You will be responsible for researching, developing and determining equipment needs including dermal and respiratory protection solutions as well as detection, identification & monitoring equipment. You will need to demonstrate a thorough understanding of the underpinning technologies, limitations and functionality of CBRN PPE and DIM equipment.
All NCBRNC Inspectors are required to undertake the Duty Manager function, this includes 24/7 on call responsibilities to support a response to international, national and local CBRN incidents. Duty Managers will also be required to command NCBRNC operational resources (e.g. Inland RN and Detection Identification Monitoring teams) which are available for immediate deployment to both live and protective security operations.
Responsibilities
- To manage the workstreams, personnel and welfare of the Capabilities team.
- Work as part of a team to identify, develop and maintain the emergency services capability to respond to CBRN terrorism in line with the National CBRN Centre (NCBRNC) Business Plan.
- Work with procurement partners within enabling services and the Home Office to secure funding for future capabilities. This includes mapping equipment integration and withdrawal through the full CADMID cycle.
- Support the development of operational guidance and processes regarding the Police and wider emergency services CBRN specialist operational response.
- Identify and manage risks and issues within the portfolio, escalating and solutioning where necessary.
- Maintain, develop and enhance relationships with key stakeholders in the police service and partner agencies to ensure operational procedures and processes are cognisant of those other agency’s needs.
- Support the operational activity by providing logistical solutions and guidance in response to a CBRN incident.
- Actively support Equal Opportunities, Health and Safety and Data Protection policies, complying with the legislation and the standards of ‘good practice’.
- Perform on-call duties as part of a Cadre of Tactical Commanders, suitably trained and equipped to support operational activity in response to calls for service. If not already qualified, you will be expected to attain qualifications in CBRN Command at both Operational & Tactical levels with an understanding of Strategic requirements.
- Work occasional unsocial hours commensurate with the role and additional responsibilities working at NCBRNC brings.
- Visit various locations across the UK including overnight stays away from home to work with partners and enhance the reputation of NCBRNC amongst the CBRN community.
- Be prepared to carry out any tasks that the Head of Centre requires commensurate with role.
