Job Summary
Working within the Counter Terrorism Policing Headquarters (CTPHQ) Technology Pillar, the ICT Programme Manager will be responsible for the successful delivery of National and/or London Region Counter Terrorism Policing ICT programmes and large, complex and major Technology projects.
The post holder will work flexibly and delivering IT solutions into the DDaT and Change portfolios as required by the CTPHQ Head of Technology and may work on, or provide oversight of, multiple programmes/projects at any time depending on the scale and complexity. The post holder may also work on collaborative / joint programmes with our CT partner agencies.
The Programme Manager will work closely with other Programme Manager(s), Head of Delivery, the Head of ICT, the ICT SLT, Senior Responsible Owners (SROs) and Project Executives, Programme Directors (for significant programmes) and other CTPHQ Unit Heads, e.g. Head of Strategy and Head of Finance. The Programme Manager will be, as is normal practice, responsible for establishing an appropriately scaled and costed delivery team. In time of high demand, the Programme Manager may work with and acquiring other external contractors, contingent labour and consultancy services to support work demands. In their role as Programme Manager a dedicated Programme Management Office, as well as other enabling support such as benefits and change managers, may also support them.
The Programme Manager will take a proactive role in recognising where intervention is required to enable successful delivery of the outcomes for their programme(s). They will demonstrate a strong ability to identify and understand strategic linkages; they will also provide expertise in the delivery of programme and project management methodology and work with operational stakeholders to ensure effective delivery. The post holder will identify key issues and work in partnership to resolve them.
The Technology Pillar operates to a matrix management model so as a Band S Programme Manager the post holder will directly line manage a number of Band L Senior Project Managers, Project Managers and other key ICT resources required to deliver projects.
A programme manager is accountable for the delivery of complex projects, programme, products and services that are delivered by multiple teams or have high technical or political risk.

- be responsible for understanding, managing and communicating to complex stakeholder groups, balancing priorities
- be the initial escalation point for the programme
- have an awareness of the bigger picture
- support the programme director by overseeing the delivery of their vision for the programme
- support and coach project/delivery managers
- have a strong understanding of the service design and transition skillset
